Open Question: Is this a good workout routine?

So, I have been looking to lose some weight and build some muscle. My daily routine is 10min of stretching in the morning, 60 reps of various ab exercises, as many push ups as possible, 30 reps lunges, and 30 reps squats. In the evening, I do the stretching again, an hour of jogging/walking (have to take some breaks), and then stretching and abs when I get back from the run. I have been watching my eating also, probably consuming around 1500 calories a day. Is this a good routine and how soon should I start seeing results? I have been at it for a week now and I feel like I am getting stronger but not losing weight. Goal is to lose weight in the hips, buttocks, and belly. Optimally, I would like to lose about 15-20 lbs in the next month or so. Currently weight is about 160lbs, I am a 5'4" female.
