Open Question: I need help losing weight? 20 pounds?

I'm 20 years old and I weigh 153 pounds. I've always been curvaceous- big Boobs, wide hips, but at the beginning of the summer I had a small waist and thin arms and I weighed what I consider to be a healthy 125-130 pounds. In the last 6 months I have just exploded and gained 20+ pounds. All the weight has been in my upper body- stomach, boobs, arms- I blame inactivity and fast food. I'm exercising three times a week and have cut out fast food but I haven’t seen any results (well, I've lost maybe 5 pounds max from my legs and butt and I don’t want to lose any weight there) and it’s been two months. What should I do? I want to be 130 again. I can do any exercising besides jogging. What should I eat? How much should I exercise and for how long? Is there a way I can target my upper body? Not going to the gym....
